Contract Title: Supply and Installation of LAN and Security Systems in Gyumri Technological Center /GTC/
Reference No. ICB No: 2.2.1-G-2
1. The Republic of Armenia has received a loan from the International Bank for Reconstruction and Development toward the cost of E-Society and Innovation for Competitiveness Project, and it intends to apply part of the proceeds of this loan to payments under the Contract for Supply and Installation of LAN and Security Systems in GTC, ICB No: 2.2.1-G-2.
- The Enterprise Incubator Foundation /EIF/ and Foreign Financing Projects Management Center of the Ministry of Finance of the RoA /FFPMC/ now invites sealed bids from eligible and qualified bidders for Supply and Installation of LAN and Security Systems in GTC. A margin of domestic preference shall not apply.
Bidders shall meet the below-listed qualification criteria.
The Bidder shall furnish documentary evidence that it meets the below-listed requirements:
(a) Financial Capability
The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):
- The minimum required average annual turnover for the last three (3) years (2010-2012) shall be at least USD 500,000;
- The Bidder shall submit the reports on the financial standing of the Bidder, such as profit and loss statements or VAT calculation statements, for the last three years.
(b) Experience and Technical Capacity
The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):
- Min 3 years experience in supplying and/ or manufacturing of similar good;
- Min 1 successfully implemented similar contracts in the last 3 years in amount not less than the bid amount, specifying the purchaser, contract price and supplied goods;
- Foreign Bidder, who is not doing business in Armenia, should be represented by a local agent, who will carry out after-sales services, i.e. Supplier’s warranty obligations (it is contract award requirement).
In case of JV, each member of the JV shall meet the minimum requirement for financial capability and experience and technical capacity.
c) The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following usage requirement:
- The Goods supplied under this contract shall have:
ISO 9001:2000 for items as specified in Part 1. Cable Ducts of the Technical Specifications under Section VII, Schedule of Requirements;
ISO certificates or equivalent for items as specified in Part 3. Local Area Network of the Technical Specifications under Section VII, Schedule of Requirements;
ISO 9001:2008 certificates or equivalent for items as specified in Part 4. Active Network Equipment of the Technical Specifications under Section VII, Schedule of Requirements.
3. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (edition of May 2004 and revised in October 2006 and in May 2010), and is open to all eligible bidders, which shall not have a conflict of interest, as defined in the Procurement Guidelines.
4. Interested eligible bidders may obtain further information from Foreign Financing Projects Management Center of the Ministry of Finance of the RoA /FFPMC/ and inspect the Bidding Documents at the address given below from 09.00 to 18.00 of local time.
5. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee 50 USD or equivalent in any other convertible currency. The method of payment will be a transfer of the indicated amount to the FFPMC account number specified below. The hard copy of the Bidding Documents will be handed over to the Bidder’s representative. For the convenience of Bidders an unofficial electronic copy of Bidding Documents will be sent by e-mail upon request. If there is a discrepancy between hard copy and electronic, hard copy will prevail.

7. Bids must be delivered to the address below at or before the April 14, 2014, 15:00 (local time). Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person or on-line at the address below at 15:00 (local time) on April 14, 2014.
8. All bids must be accompanied by a Bid Security in amount equal to USD 6,500 or an equivalent amount in freely convertible currency.
